Traditionally, education assessments in emergencies focus on access or aim to understand teachers’ experience and qualifications rather than assess children’s experiences and learning. Moreover, many international and national learning assessments are lengthy and require highly trained data collectors, who are often unavailable in the immediate aftermath of displacement. The lack of assessments that are rigorous yet feasible to undertake in education in emergencies (EiE) programming means there is often limited information about gaps in children’s learning and the impact of EiE programs.
The Holistic Assessment of Learning and Development Outcomes (HALDO), developed by Save the Children, is designed to fill such knowledge gaps. It is designed to be administered in low-resource and rapidly evolving contexts. HALDO was created to measure varied skills in emergencies and to assess a wider age range than other available assessments. It is a performance-based assessment that includes three domains, literacy, numeracy and social and emotional learning (SEL) with two executive functioning activities. It takes 30 minutes for an enumerator to assess an individual and scores are aggregated for average skill scores and an overall HALDO score across the sample or population assessed.
HALDO serves the following purposes:

Rapid Assessment: The tool is designed for rapid assessment, allowing for quick insights into children’s skills and development.
Crisis Sensitivity: HALDO is tailored for use in emergency settings, acknowledging the diverse skills that children may bring when (re)enrolling in schooling and education programs after experiencing displacement or education disruptions.
