ReALIn 2021, Save the Children developed the first-of-its-kind Remote Assessment of Learning (ReAL) toolkit to provide the sector with a valid and reliable way to assess hard-to-reach children's foundational literacy, numeracy, and social and emotional skills when face-to-face administration wasn't possible. ReAL measures skills of children aged 5 to 14 years old and is designed as a summative assessment. The data are to be used in the aggregate and not on an individual student level. An initial validation study was conducted in 2022-2024 and additional testing and revisions will be conducted in 2025.

ISELAThe International Social and Emotional Learning Assessment (ISELA) helps us understand children’s self-concept, stress management, perseverance, empathy and conflict resolution skills. ISELA is designed to assess children ages 6 to 12 and includes suggested background questions including sections measuring children’s exposure to risks and safety in the learning environment. It is cost-free, feasible and adaptable for different cultural and social contexts. Unlike many SEL assessments, ISELA does not rely on Likert scales, alternatively, it uses vignettes and performance-based measures to understand children’s SEL skills.

HALDOThe Holistic Assessment of Learning and Development Outcomes (HALDO) is a learning assessment that aims to better understand the skills and gaps in learning for children impacted by crises. This assessment can provide a more holistic snapshot of children’s literacy, numeracy, social and emotional learning, and executive functioning skills. It can also be used for program outcome and impact evaluation to assess children’s gains in HALDO scores. The results from this assessment can be used to inform decision-making processes by adding evidence on which to base education response priorities, policies, investments, and discussions with host communities and donors in the first phase of a response and in protracted emergency contexts. HALDO is designed to be administered with children ages 4-12 and has an adaptive structure to account for a wide age range.

HALThe Holistic Assessment for Learning (HAL) is a tool for measuring early grade learners' literacy, numeracy, and social and emotional skills. The tool has been developed specifically for formal and non-formal curriculum in Syria for grades two and three and includes instructions on how it can be adapted for other curricula outside of Syria. The objective of HAL is to provide teachers with a rigorous formative assessment tool that they can use to monitor the progress of students in their early grade classrooms and improve the relevance of instruction to address the literacy, numeracy and social and emotional learning gaps that they identify.

IDELAThe International Development and Early Learning Assessment (IDELA) Toolkit is a suite of three easy and free‑to‑use, rigorous tools that measure the status of children’s early development and the quality of their learning environments. IDELA provides ECCD programs, donors, and government partners with holistic evidence on the three dimensions of school readiness. The IDELA toolkit is comprised of:

Strategy
Learning assessment tools are essential in education for various purposes. They help diagnose children's understanding, inform instructional design, and monitor progress over time. By evaluating teaching effectiveness and identifying learning gaps, these tools support targeted interventions and promote accountability in education. The data-driven insights from assessments enable informed decision-making at the program and institutional level. Additionally, assessments prepare students for future challenges, provide valuable feedback, and contribute to standardized testing for broader comparisons. Overall, learning assessment tools play a vital role in enhancing teaching and learning processes, fostering a dynamic and responsive educational environment.

What Our Partners Are Discussing
Our partners are sharing their experience adapting the IDELA assessment tool for children with disabilities in Rwanda and Papua New Guinea, highlighting the importance of allowing enough time for assessment and the need for dedicated training to prepare enumerators to conduct assessments for children with disabilities, tailoring the administration to specific functional difficulties through accommodations or adaptations of the assessment protocol.
